Professional Foundation
Barrister Zareen Rahman’s legal career is built on a strong academic foundation. She earned her LL.B. (Hons) from the University of London before completing the Bar Vocational Course at City University London. She was subsequently called to the Bar of England and Wales by The Honourable Society of Lincoln’s Inn in 2010.
Litigation and Advisory Experience
Her early professional experience in Bangladesh was at the chambers of Syed Ishtiaq Ahmed & Associates. Later, at M. Qumrul Haque Siddiqui & Associates, she was involved in several reported cases and significant constitutional litigations, gaining valuable experience in the Supreme Court of Bangladesh. These formative years provided her with a deep understanding of Bangladeshi jurisprudence and the practicalities of complex litigation.
As an Advocate of the Supreme Court of Bangladesh, Barrister Rahman now provides ongoing legal counsel to some of the country’s leading organisations. She serves as a retainer for United Group, one of Bangladesh’s largest and most diversified conglomerates, advising on matters across their extensive portfolio which includes energy, infrastructure, real estate, and healthcare.
Her expertise is further recognised through her empanelment with key public and private institutions, including the Capital Development Authority (RAJUK), AB Bank, and the national flag carrier, Biman Bangladesh Airlines. She regularly represents these clients before the High Court Division and various regulatory tribunals.
Infrastructure and Public Policy
Barrister Rahman has significant experience in the legal frameworks governing major infrastructure development in Bangladesh. She advised the Dhaka Transport Coordination Authority (DTCA) on the legal aspects of the Dhaka Rapid Pass project, a key initiative for modernising the capital’s public transport system. She also provides legal counsel regarding the establishment of the Japanese Economic Zone, a project managed by the Bangladesh Economic Zones Authority (BEZA) to promote foreign investment.
Her work also involves shaping the policies that underpin national development. She was engaged by the Asian Development Bank (ADB) to draft the Public-Private Partnership (PPP) Act and was retained by the Bangladesh Infrastructure Finance Fund Limited (BIFFL) to formulate its comprehensive Equity Investment Policy, guiding significant investments in the country’s infrastructure sector.
Corporate and Commercial Practice
In the corporate sphere, Barrister Rahman advises on a wide range of commercial matters. Her practice includes company formations, structuring joint ventures, and handling mergers and acquisitions. She provides strategic advice on foreign direct investment (FDI), helping international clients navigate Bangladesh’s regulatory environment. Her work has involved advising development bodies such as the Japan International Cooperation Agency (JICA) on their investment and operational frameworks within the country.
